More than a year after their condominium was burned in a fire, Tellmond and Jacquelynn Richter, both in their 80s, remain in limbo about returning to their home. Cambridge Tower, damaged in a January 2011 fire that took out the entire eighth floor, has yet to be restored, and to make matters worse, the Richters are bound by homeowner association covenants to continue paying a $561 monthly maintenance fee.
